Python cannot locate the requested module or package.
A ModuleNotFoundError is raised when an `import` statement fails to locate the specified module or package in Python's search path (`sys.path`). It is a subclass of `ImportError`.
Common causes: the package is not installed in the active virtual environment, a typo in the imported package name, importing a local file with wrong directory structure or missing `__init__.py`, or circular import dependencies.

Python tries to search for the `requests` library in installed site-packages and built-in modules. If `requests` is not installed in the currently active Python environment, Python halts execution with `ModuleNotFoundError: No module named 'requests'`.
